It is not possible to avoid the legally mandatory coverage. Agencies include the mandatory insurance cost in the total amount of the rental. Many agencies, besides the mandatory insurance, include third party insurance. This coverage will exempt the driver from any responsibility when in a car accident or in an accident where other people are involved. Nonetheless, this coverage does not include robbery, thefts, damages or losses as regards the car or the luggage.
The most convenient thing to do when hiring coverage is to get a full coverage insurance. Obviously, this is expensive, but this will make you feel safe and it will save you a lot of trouble in case of an accident. Full coverage protects you in case of a robbery or theft of the car or anything inside of it, of an accident or collision both for the third party coverage and the car rental agency, which will charge the insurance company and not you for the damages, and it also covers you for any damages you or any other passenger may suffer.
You must remember that any breach of the contract at the moment of an accident will prevent you from the coverage rights. If you are not fulfilling any part of the contract at the moment of the accident, you will have to pay any repair or economic compensation. For example, if the one driving the car is not you or one of the additional drivers and you have an accident, this will exempt you from the insurance coverage and you will be responsible for the repair and compensation costs. Though you are doing everything legally and have the insurance coverage, there is a bail that you, surely, will have to pay — it is about 300 euros.

Surely, the agency will accept all your observations and inform you about being aware of them. But this is not always the case. For instance, it may happen that a person crashes a car and returns it some minutes before you pick it up. Since there is a great demand during holidays, the agency barely checks the car and gives it to you. If you do not examine the car and do not see the dent, the agency will charge you for it later on when you return it and they examine the car. In such a case, you will not be able to prove that that dent was not caused by you.
